I would suggest keeping a popular voice, the House of representatives. I gave this matter some thought some decades ago, and a friend said Jefferson got there first. To whit:

Only people in groups of about the natural human hunter-gatherer clan size, a hundred or so individuals, can make any sort of proper decision; this is a size where everyone can know each other, and where large-scale propaganda or bribery is impossible. If a candidate is vote-buying, it will become known, and the candidate can be shunned.

Therefore, the people should be divided into hundreds¹, with each hundred encouraged to choose the one best and brightest, or at least most charismatic, of them, who becomes part of a hundred, and so forth until the final, hopefully national best and brightest hundred or so is chosen.

I expect that the Communist systems were somewhat like the Chinese examination system,or for that matter organized religion, where memorization of dogma and approved interpretation of dogma were prerequisites for increasing rank.

The imperial Chinese system of examinations, while imperfect, selecting for rote memorization and conformity of interpretation of Confucius and such, was a meritocratic system open (at least in theory) even to the peasantry.

I do think the imperial Chinese system is pretty close to what I'm looking for. My only gripe would be that I think the Chinese in general are far too focused on test taking ability and also overly conformist. Unz's suggestion of a random lottery among the top is I think a good way of reducing the studying obsession. Separating powerful institutions a la the federal reserve would help with the conformism.

BTW, you mmight perhaps like the Innocence Mission, quiet but faithful Catholics from Lancaster, PA.

I'm not Catholic (or anything), but listening to them makes me somewhat wish I was.

I'm not a Catholic monarchist, or any sort of theocrat, but Viganò doesn't fsck around. He should be Pope.

He's like Catholic version of those Houthi guys, real Lions of God. Don't think I'd want to live there, but evil is here, is alive and walks the earth, and the Ashkenazi Jews are its Chosen and minions, and it seems like only lions like Viganò and the Houthis are implacable, incorruptible enemies of it unto death and beyond: warriors.

I agree: I do not suggest test-taking cubicle nebbishes as any sort of proper elite.

As for the Chinese: while I don't like their CCP system, I infer from their activities that they share Musk's drive for space, spend their energies on that instead of Jewish wars.

I'd be pretty surprised if China makes any serious advances in space. They seem to have a genetic tendency towards being risk-averse. The Dutch colonized Taiwan before the Chinese did, they've rarely ventured beyond their borders historically. I would guess that the main reason they have a space program is because they feel they need one to appear to be a great nation.

The Chinese seem to have changed in recent decades. They are now world leaders in science, and are progressing rapidly with their space program. I fully expect them to establish lunar and possibly mars colonies within ten years.

The only way the West will do that is if Musk does it.
